India's government imposed a ban on civilian firearms licenses in the early 1990s, when a rebellion broke out against Indian rule. The two factories that produce these guns have also been limited by the government to production of 300-400 guns a year. Several groups have for decades battled hundreds of thousands of Indian troops deployed in the region, for independence or a merger of the territory with Pakistan.
