In this photo taken Saturday, December 19, 2015, Kalidou Diallo, known as “Neyoo”, paints the side panel of a car rapide, normally used for transporting goods and luggage, as the version of the “car rapide” that will be phased out as of next year passes behind him in Dakar, Senegal. People like Diallo have made their distinctive mark on these vehicles that are moving art, whizzing through the streets of Dakar, people often hanging off the sides. The car rapides have for decades been colorful emblems of Senegal with rattling doors, some nearly falling off, and traveling at dangerous speeds. But city authorities have announced they will stop licensing the car rapides by 2018, and instead will register newer mini-buses which are safer and have more seating. (Photo by Jane Hahn/AP Photo)
