The indigenous people in the Cuaca department claim that they were expelled from the land by large scale landowners, who use the land to harvest only sugar cane. Several years ago the government of Colombia signed an agreement with indigenous groups to return a portion of the land, but the indigenous groups claim that the agreements were never fulfilled.
