The rise of the consumer is a major feature, not a bug, of Kim's plans to strengthen the country's sad-sack economy and lift the people's standard of living. How far will it be allowed to go? That's hard to say. But Kim has big plans for the economy of his country and, for now at least, the regime's calculus appears to be that greater economic activity will translate into more money flowing into its own coffers to help fund those plans.
