A stall-owner (mask-clad due to COVID-19 coronairus pandemic) at the Shuk HaCarmel (Carmel Market) in Israel's Mediterranean coastal city of Tel Aviv, protests before officials of the Tel Aviv-Yafo municipality for being fined for illegally reopening on November 17, 2020, amidst a health ordinance banning businesses from reopening. Several shopkeepers opened their stalls in violation of health regulations, one of which was immediately fined by Tel Aviv municipality inspectors.
