Belize is the only country in the world to have successfully divided all its territorial waters. Fishermen are required to record the size of their catch as part of rules aimed at preventing overfishing, securing livelihoods and protecting marine ecosystems. Those who break the laws face penalties, including confiscation of their boats. Since it was introduced, the managed access programme has led to a 60% drop in illegal fishing, but some say current punishment is still not stiff enough to prevent all illegal fishing and are calling for tougher legislation.
