Two weeks ago, a parliamentary subcommittee uncovered a scandal of sexual abuse and physical and psychological mistreatment of dozens of minors since 2015 in shelters under state supervision. The events have provoked a wave of social indignation for weeks with demonstrations throughout the country to demand justice.
