After visiting the city on 14 November, Ukrainian President Volodymyr Zelensky said in an address later the same day, that all critical infrastructure in the city of Kherson was destroyed while under Russian occupation. Ukrainian troops entered Kherson on 11 November after the Russian troops had withdrawn from the city.
