Almost 150 nations, including major emitters led by China and the United States, have submitted plans to the United Nations for curbing greenhouse gas emissions blamed by the U.N. for causing more floods, droughts and heat waves. France will host the conference in Le Bourget, near Paris, from November 30 to December 11, 2015. (Photo by David Mercado/Reuters)

In 2005, Hurricane Katrina triggered floods that inundated New Orleans and killed more than 1,500 people as storm waters overwhelmed levees and broke through floodwalls. Rougine, a 19-year-old female Arab fighter among the Syrian Democratic Forces, made up of US-backed Kurdish and Arab fighters, stands in fatigues embracing another colleague near the village of al-Torshan, 20 km on the outskirts of Raqa on February 6, 2017. Unlike Syria's Kurds, who have emphasised gender equality in both their militias and nascent autonomous governing institutions in north and northeast Syria, the Arab tribes in the same region are among the more conservative segments of the country's population, and most Arab families find the concept of female fighters “hard to accept”. A combination picture shows a voter, casting a ballot at a polling station number 216 (L) and walking with a ballot at a polling station number 217, during the presidential election in Ust-Djeguta, Russia March 18, 2018. The voter, asked by a Reuters reporter to explain why she was voting multiple times, ignored the question and walked away. (Photo by Reuters/Staff)

17 people were photographed by Reuters apparently casting ballots at more than one polling station Sunday during Russia’s presidential election in the town of Ust-Djeguta, southern Russia. Many appeared to be state employees, and some showed up in groups and in mini buses bearing the names of state-provided services. Voting twice is a misdemeanour under Russian law and those caught are heavily fined. But when shown these pictures, election commission member Leila Koichuyeva said: “They could be twins”. Here are a few. (Photo by Reuters/Staff)

Li Guoqiang talks on his phone outside his house at Guangfuli neighbourhood, in Shanghai, China, April 1, 2016. Li, 38, is a deliveryman who rents a place at Guangfuli. In a corner of Shanghai, surrounded by a cement wall, lies one of the world's most valuable fields of debris and garbage. On paper, the Guangfuli neighbourhood is a real estate investor's dream: a plot in the middle of one of the world's most expensive and fast-rising property markets. But the reality is more like a developer's nightmare, thanks to hundreds of people living there who have refused to budge from their ramshackle homes for nearly 16 years as the local authority sought to clear the land for new construction.
