A sign advising to pray for rain hangs above an exhibit area at the 47th Annual World Ag Expo in Tulare, February 12, 2014. About a hundred years ago, when urban water systems were being developed throughout the state, the city of Sacramento wrote protections from metering into its charter, vowing that residents would always have the right to use as much water as they needed. But on Tuesday, the state's top water regulators released a framework for enforcing California's first statewide mandatory restrictions on urban water use – cuts of 25 percent for non-agricultural users ordered last week by Democratic Governor Jerry Brown as a devastating drought enters its fourth year. This breathtaking view from the world's tallest building shows a thick blanket of smoggy fog smother Dubai. The mist almost completely covers the huge sculptures which dominate the skyline. And the spectacular view from the Burj Khalifa – standing at a staggering 828 metres tall – shows the city engulfed by the thick fog. And the smoggy fog reaches heights of up to 400 metres as it rises above the impressive skyscrapers in Dubai. (Photo by Bjoern Lauen/Solent News/SIPA Press)

In this September 19, 2014 photo, explosives are detonate by Peruvian counternarcotics forces on a part of a clandestine grassy airstrip in the Apurimac, Ene and Mantaro River Valleys, or VRAEM, the world's No. 1 coca-growing region, in Ayacucho, Peru. The dynamiting of craters by Peruvian security forces into clandestine airstrips cuts into profits but hardly discourages cocaine traffickers who net tens of thousands of dollars with each flight flown from these airstrips. A light-up bow whose arrows are advertised as flying up to 145 feet and the “Catapencil” – a pencil with a miniature slingshot-style launcher on its end – are on an annual list of unsafe toys released Wednesday by a Massachusetts-based consumer watchdog group. World Against Toys Causing Harm, or W.A.T.C.H., issued the “10 Worst Toys” list to remind parents and consumers of the potential hazards in some toys as the holiday shopping season gets underway. Men rest after salvaging metal on the 30th floor of the “Tower of David” skyscraper in Caracas February 3, 2014. A 45-storey skyscraper in the center of Venezuela's capital Caracas is a slum, probably the highest in the world. Dubbed the “Tower of David”, the building was intended to be a shining new financial center but was abandoned around 1994 after the death of its developer – banker and horse-breeder David Brillembourg – and the collapse of the financial sector.
