A period of relative stability has put the Iranian capital No1 on the list of world cities that have achieved biggest improvements in liveability over the past five years, as calculated by the Economist Intelligence Unit. The “most improved” top 10 contains some unexpected names. So, eg, the fourth place: Abidjan, Ivory Coast. Latest ranking: 128; Ranking five years ago: 131; Five-year index movement: 3.8%. People seem to have a love-hate relationship with dogs dressed up like humans, but that hasn't stopped the Internet from churning out more ridiculous memes. The latest installment: Dogs wearing pantyhose (OK, we're classing it up a bit, Dis Magazine called it "b*tches wearing pantyhose") is a trend picking up in China, according to Sharp Daily, a Hong Kong news site.

A light pillar is a visual phenomenon created by the reflection of light from ice crystals with near horizontal parallel planar surfaces. The light can come from the Sun (usually at or low to the horizon) in which case the phenomenon is called a sun pillar or solar pillar. It can also come from the Moon or from terrestrial sources such as streetlights.

Photographer Frank Relle takes long-exposure images of houses in New Orleans. Says Relle, “The city at night comes alive for me. I imagine stories about the people’s lives inside the homes based on the evidence on the outside. My photographs become a portrait without the person.
