Hagupit slammed into the country's eastern coast on 06 December evening, bringing heavy rains and gale-force winds that flattened homes, ripped off roofs, and knocked out power and communications. The European Union plans to impose strict new rules on how companies scrap old tankers and cruise liners, run aground and dismantled on beaches in South Asia. European, Turkish and Chinese recyclers are set to benefit from the revamped standards.
