People are seen on a street in Havana December 17, 2014. Stunned Cubans celebrated an apparent end to decades of conflict with the United States on Wednesday after both governments said they would restore diplomatic relations cut off in 1961. Many said they expected a restoration of ties would lead to the end of a U.S. economic embargo against Cuba, which is vilified daily in the official media and which Cubans accept as a key cause of widespread poverty on the island. U.S. President Barack Obama was set to announce a shift in policy toward Cuba on Wednesday and the Associated Press reported the changes would include the opening of an embassy in Cuba and the start of talks to normalize relations. The shift in policy, which could be one of the biggest changes in decades of animosity between communist-ruled Cuba and the United States, was heralded by Cuba's release of American aid worker Alan Gross after five years in prison in a reported prisoner exchange with Havana. CNN reported a prisoner exchange that also included Cuba's release of a U.S. intelligence source and the U.S. release of three Cuban intelligence agents. The banner reads, “End of injustice!”. The United States will restore diplomatic relations it severed with Cuba more than 50 years ago, a major policy shift ending decades of hostile ties with the communist-ruled island, President Barack Obama said on Wednesday. For Obama, the abrupt shift in Cuba policy adds a foreign policy milestone to his presidential legacy as he enters the last two years of his eight years in office. He will be able to say he turned the page from a policy that Democratic President John Kennedy began in 1961. (Photo by Desmond Boylan/Reuters)
