The National Disaster Risk Reduction and Management Council (NDRRMC) said large swathes of the eastern and central Philippines have been affected by Typhoon Melor, which is now moving slowly into the South China Sea. The agency said several provinces remained without power and communications as Melor toppled trees, electric posts and flattened houses along its path.
