U.N. peacekeepers stationed in the Golan Heights along the Syrian-Israeli border observed drones coming from the Israeli side before and after an airstrike that killed several top Hezbollah figures, the U.N. said Monday. Sunday's strike hit a convoy carrying commander Mohamad Issa, known as Abu Issa, in Quneitra, near Golan Heights, a Hezbollah statement said. An Iranian general killed in the Israeli air strike in Syria was not its intended target and Israel believed it was attacking only low-ranking guerrillas, a senior security source said on Tuesday. The remarks by the Israeli source, who declined to be identified because Israel has not officially confirmed it carried out the strike, appeared aimed at containing any escalation with Iran or the Lebanese Hezbollah guerrilla group. Communist Party deputy Karol Cariola, holds up a banner with the image of former dictator Augusto Pinochet, inside the congress, after a vote to reform the binomial voting system, in Valparaiso city, Northwest of Santigo January 20, 2015. The vote overturns a byzantine electoral system introduced by dictator Augusto Pinochet before he departed from power that has effectively excluded parties that do no belong to one of two leading coalitions and prevented either coalition from winning a significant majority in Congress. Pinochet, who ruled the South American country from 1973-1990, intended to ensure conservative parties retained a strong voice after the return to democracy. The new law also introduces quotas to increase the participation of women in Congress. Each party entering an election must ensure that no more than 60 percent of its candidates are just one gender. The banner reads: “Bye Binominal”. (Photo by Rodrigo Garrido/Reuters)
