About a hundred years ago, when urban water systems were being developed throughout the state, the city of Sacramento wrote protections from metering into its charter, vowing that residents would always have the right to use as much water as they needed. But on Tuesday, the state's top water regulators released a framework for enforcing California's first statewide mandatory restrictions on urban water use – cuts of 25 percent for non-agricultural users ordered last week by Democratic Governor Jerry Brown as a devastating drought enters its fourth year. A robot named “Robovie-II”, developed by Japanese robotics research institution ATR, moves around at a grocery store during a shopping assisting experiment by utilizing the robot in an ubiquitous network technology platform in Kyoto, western Japan January 6, 2010. The robot greets the shopper at the entrance of the store, follows him to the shelves while holding a grocery basket and reminds him of the items on a shopping list, which the shopper would have entered beforehand in a specialized mobile device. The experiment is aimed to gather data in order to provide livelihood support for the elderly by using robots and network technologies, ATR's researcher Satoshi Koizumi said. This undated photo provided by NOAA in May 2018 shows aurora australis near the South Pole Atmospheric Research Observatory in Antarctica. When a hole in the ozone formed over Antarctica, countries around the world in 1987 agreed to phase out several types of ozone-depleting chemicals called chlorofluorocarbons (CFCs). Production was banned, emissions fell and the hole shriveled. But according to a study released on Wednesday, May 16, 2018, scientists say since 2013, there’s more of a banned CFC going into the atmosphere. (Photo by Patrick Cullis/NOAA via AP Photo)
