Some U.S. police departments have recently acquired U.S. military-surplus hardware from wars abroad, but there are many law enforcers around the world whose rules of engagement also allow the use of lethal force with relatively few restrictions. But for every regulation that gives police wide scope to use firearms, there is another code that sharply limits their use. “A Hadaka Matsuri (“Naked Festival”) is a type of Japanese festival, or matsuri, in which participants wear a minimum amount of clothing; usually just a Japanese loincloth (called fundoshi), sometimes with a short happi coat, and rarely completely naked. Whatever the clothing, it is considered to be above vulgar, or everyday, undergarments, and on the level of holy Japanese shrine attire.
