A woman applies lipstick in a car that is parked at a beach facing a volcanic rock called Devil's Finger outside Yuzhno-Kurilsk, the main settlement on the Southern Kurile island of Kunashir September 15, 2015. Russian residents of the island chain at the centre of a dispute between Japan and Russia that has held up a treaty to formally end World War Two hope a diplomatic solution will lure tourists and investment to help refurbish rickety infrastructure. The Southern Kuriles are referred to in Japan as the Northern Territories. (Photo by Thomas Peter/Reuters)

Xie Guobiao (C), 11, tied to a pillar with a rope, cries as his grandmother (L) and younger sister look on at his home in Daohui village of Lishui, Zhejiang province May 7, 2014. Xie was diagnosed as mentally handicapped when he was young, but the family was not able to provide him with sufficient medical treatment because of poverty. At the age of six, Xie started to sneak out of his home when others were not looking, climbing on top of houses and smashing windows. Xie's family had to pay over 10,000 yuan ($1,606) in compensation to others for the damage he caused. Since then, the family has had to tie Xie up with a rope both at home and in public, they said. In this photograph taken on May 20, 2014 nine year old Indian boy Lakhan Kale is tied with a cloth rope around his ankle, to a bus-stop pole in Mumbai. The nine-year-old boy dressed in blue lay listlessly on the pavement in the scorching Mumbai summer afternoon, his ankle tethered with rope to a bus stop, unheeded by pedestrians strolling past. Lakhan Kale cannot hear or speak and suffers from cerebral palsy and epilepsy, so his grandmother and carer tied him up to keep him safe while she went to work, selling toys and flower garlands on the city's roadsides. Jorge, an immigrant from Mexico, exits a subway station dressed as the Sesame Street character Elmo in Times Square, New York July 30, 2014. Elmo and Cookie Monster have long delighted young viewers on TV's “Sesame Street”, but the recent antics of New York street performers dressed as the beloved characters have drawn the ire of city officials and now the show's producers. Sesame Workshop, which owns the rights to Big Bird, Ernie and the assorted puppet monsters on the 45-year-old program, said on July 29, 2014 it was drafting plans to stop performers who dress up as the characters from appearing in Times Square, where they pose for photos with tourists and then demand tips. In this Monday, June 15, 2015 photo, Ahmad Abu Jereda, 16, carries Max, the male lion cub, as he passes by Palestinians at the main garden in Gaza City, in the northern Gaza Strip. A pair of lion cubs are stuck at a Gaza-Israel border crossing en route to a Jordan animal sanctuary, after being kept for a year by a family in crowded Gaza. Saduldin al-Jamal had bought the cubs from the Gaza zoo, hit during last summer's Israel-Hamas war. His family would take them to parks or the beach and children – those brave enough – would come up to pet them. (Photo by Adel Hana/AP Photo)

Migrants climb through the windows of a train bound for Serbia at the train station in Gevgelija, The Former Yugoslav Republic of Macedonia, 19 July 2015. Thousands of migrants who crossed Greece are on their way through Macedonia towards Serbia in order to access other European countries. Hungary in mid-July started to put up a fence on its border with Serbia, which makes the situation with the migrants in the transit countries even more complicated. The European countries on 20 July will discuss the quota of how many migrants each country should accept. (Photo by Georgi Licovski/EPA)
