Residents of Kitui County and other arid and semi-arid areas of the country have been hard-hit by extremely poor rainfall this year while the government said in previous month that some 1.6 million people countrywide are facing acute starvation due to the drought and will need relief food over the next six months. Residents of Matinyani say they haven't seen a drop of rain in nearly four months. Thousands of Kenyans in rural areas walk tens of kilometers just to fetch water to drink and to be used in their homes. According to an estimate by UNESCO (United Nations Educational, Scientific and Cultural Organization), 17 million people lack access to safe water in Kenya, where the drought is a perennial problem. Prayuth has the authority to declare martial law without the consent of the government, which has had caretaker status since 09 December 2013. Thailand has been wracked by six months of non-stop protests seeking to topple the government. At least 25 people have died in political-related violence and more than 700 injured. Officers were called to the wildlife park in Helensburgh on 26 November, after staff discovered the monkeys were missing from their enclosure. According to reports on 27 November, two men have been charged with stealing the three rare monkeys after they were found while driving south-west Sydney with one of the missing monkeys, the four-week-old one. Wollongong Police found the missing female juvenile, Sofia, in the Campbelltown area on 27 November, and returned her to the care of the zoo. As a supporter of the de-Stalinization programs of his predecessor Nikita Khrushchev, Gorbachev initiated numerous reforms during his tenure. He signed a nuclear arms treaty with the United States and withdrew the Soviet Union from the Soviet-Afghan war. His policies created freedom of speech and press, and decentralized fiscal policy planning and execution to increase efficiency.
